China’s reform of R&D budget management doesn’t go far enough

China’s budget management is lagging behind countries which spend similar amounts on research and development (R&D), and recent reform has not gone far enough. That is the view of The University of Nottingham’s Dr Cong Cao, whose research is published on August 29 2014 in the prestigious academic journal Science.
